- The objective of this assignment is to assess the physical andcommercial Non-Revenue Water (NRW) and define an implementation plan to reduce NRW with the supportof a private operator. This strategic assessment will be carried out on the basis of a desk review. This assignment will include an assessment of NRW in Baku, based on which the consultant will propose (i) a strategy to reduce physical and commercial losses, including the costs and the institutional arrangements necessary for a successful NRW reduction program; and (ii) the outline of an implementation plan that would include phasing by different operating zones and time and the use of a private operator that will carry out the implementation of the program.
