- Produce a comprehensive report on performance-based pay systems (PBPS), supporting the ILO's technical assistance to Azerbaijan. The report will provide a conceptual overview of PBPS, review international best practices across diverse countries—especially those with economic contexts similar to Azerbaijan—and analyze various models of performance-linked remuneration. It will examine design features, implementation strategies, institutional preconditions, and potential risks and limitations. The study will include at least 6 to 8 country examples, combining in-depth case studies and comparative snapshots. The consultant will also propose guidance on social partner engagement, capacity-building, and monitoring and evaluation frameworks.
